SOP – Safe Operating Procedure for Controlled Blasting
(All accidents are preventable)
Precautions
to be followed by employees and workers during blasting work

Before start the job,
conducted the safety tool box talk meeting and get blasting permit. Prior permission must be obtained from the District
collector or District Magistrate. |

Before start the job, ensure all workmen should wear
all Personal Protective Equipment’s i.e Safety Helmet, Reflection Jacket,
Safety Shoe, Ear Muff, Hand Gloves and Goggles. |
|
|
3 |
Check the explosives license and allow only the explosive license holder to check the connection of explosives and detonate explosives. |
|
|
|
Before light-up for blasting, barriers should be placed around the work area. |
|
|
5 |
Smoking and alcohol consumption must be avoided
completely. Flammable materials should not be allowed inside. |
|
|
6 |
No person entering the blast area should be allowed to carry items such as phones, pagers, appliances, cigarettes etc. |
|
|
|
Vehicles
should be used only after inspection of Plant & Machinery Officer and Safety
Officer. |
|
|
|
The depth of the two holes should not be more than
the depth of the empty place of the side. |
|
|
9 |
During
drilling wooden / MS plate dummy to be used to all drilled holes for avoid
misfire and unwanted soil refilling. Gelatin cartridge to be filled in to the
hole, after completion of drilling work only. |
|
|
10 |
Only the same type of explosives should be used. (Gelatin sticks, electric detonators). |
|
|
11 |
During
work, Gelatin cartridge filling and explosion to be ensured all extra
explosive materials are kept in safe place or explosive Vehicle. |
|
|
12 |
Do not
allow explosive work during thunder and lightning. |
|
|
13 |
Always
test four or five EDs (Electric Detonators) with a series connection test
device and select the correct ED to explode. As per the site condition,
explosive license holder and site engineer will decide to how many holes will
be exploded. |
|
|
14 |
After
attaching the electric detonators to the gelatin sticks, cover with soft
sand. |
|
|
15 |
After cover with soft stand, then cover with 150mm
rubber mat and keep required number of sand bags on rubber mat. |
|
|
16 |
After
checking all the connections, the public should be made aware through the
loudspeaker before exploding. Flagmen to be placed on all passage to observe
public people and give all clear for explode. Red flag and whistle to be
provided to flagmen. |
|
|
17 |
After
fixing all types of connections should be detonated at a distance of 70m-100m
from the blast site. During explode all site workmen stayed in safe place and
blaster also do blasting activity under the safe shelter. |
|
|
18 |
Follow
below instructions after finish the firing; 1. Only the person holding the explosives license
should be allowed to inspect the explosive site. 2. If found any miss fire, cover all the way with
barrier boards. |
|
|
19 |
3. Misfire gelatin cartridge to be
removed by using of Compressor Air Blower. 4. If not able remove by Air Blower, Soak in soap solution for three days and remove unexploded ordnance. Hard Barricading to be done around the misfire location. |

20 |
Wash
your hands thoroughly after blasting work and before eating. |

|
21 |
Upon completion of the blasting
work, the blasting work permit should be returned to the concerned officer
and give all clear siren. |

I |
Before start the work at height: |
|
|
1 |
Explain to all
workers about hazards and safety precautionary measures when working at
height. |
|
|
2 |
If work
carried out above height of 1.8 meters (6 feet), a work permit must be
obtained or renewed. |
|
|
3 |
Before start the work, make sure that all workers
are wearing personal protective equipment (PPEs), safety helmet, safety belt,
reflection jacket and safety shoe. |
|
|
4 |
Make sure that all the
workers who are going to work at height are in good health. Everyone must
have passed the Height Pass Test. People with acrophobia should not be
allowed to work at height. |
|
|
5 |
A hard barricade should be set up at
least two meters away from the work area. Barricading tape also should be attached
on hard barricading. |
|
|
6 |
Make sure there are good
ladders or stairs to reach the work place at height and platform in good condition
to start the work. |
|
|
7 |
Height work should be
supervised by a qualified and experienced supervisor. |
|
|
II |
During work at height: |
|
|
8 |
Safety belt should be
used properly when ascending and descending on ladders at height or use Rope
grape vertical fall arrestor. Safety helmet must be used with chin strap. |
|
|
9 |
During working at
height, always ensure the safety belt must anchoring with lifeline or to
anchoring with strong and fixed horizontal member of the platform. The
lifeline at least 12 mm wire rope or 18 mm polyamide rope. The safety Belt
must confirm IS 3521. |
|
|
10 |
Working platform should
be without any gab and guarded completely. Don’t keep loose materials and
scraps on working platform. |
|
|
11 |
Safety net shall be tied
as close as possible to the working platform but not allowing more than 3
meters below the platform. The safety net shall extend out at least 2.5
meters from the side of the open edge. It’s shall be combination of fall protection
of man and material from height. The safety net must confirm IS 11057. |
|
|
12 |
Modern fall arresting device may be used depending on the required of situation, i.e., Chimney painting, overhead tank painting, wall painting, working on the transmission towers, etc.Modern fall arresting devices are self-retractable fall arrester, K-pod, vertical rope grape fall arrester and fall protection grip descender. |
|
|
13 |
Avoid smoking and
alcohol while working at heights. |
|
|
14 |
Shall we use tool
holders, wrist tool holder, tool pocket etc. to avoid the hand tools falling
from height. Do not drop any materials directly from the top, use rope to
lower the materials down. |
|
|
III |
Other Height Safety Precautions: |
|
|
15 |
Work at height on
scaffolding: Before start the work on scaffolding should be
ensured following; 1.Erected on frame and stable structure. 2.Good baseplate and cross bracings are provided. 3.Ensure that good and secured ladder provided to reach the working
platform. 4. Working platform should be
without any gab and guarded completely. 5.Use of safety belt and
safety net to be ensured. |

Work on fragile
roof: Before start the work on fragile roof should be
ensured following; 1.Use suitable and sufficient access
ladders, cat ladders, crawling boards etc. and fix them properly on the roof. 2. Use safety belts and anchor them
properly with the anchorage points on the roof or to the lifeline or fall
protection device. Safety net also to provide under and side of the roof. 3. Never step directly on any part
of the roof. Always walk or step only on the ladders. |

17 |
Work at height
through Man basket / Suspended platform: Before start the work at height through Man basket
following should be ensured; 1.The basket must be tested more than 1.5 times of
SWL. 2.Ensured that complete basket is good condition
to use i.e platform, guard rails, mesh guard and slings. 3. Attach the safety belt with crane hook, don’t
attach with any railings of the basket. 4.If may wall painting and cleaning, separate
lifeline or fall arrestor to be provided to safety belt. 5.The man basket must be
confirmed EN 14502-1, test Certificate to be obtained to man basket and other
all supporting lifting tools and tackles of man basket. |

18 |
Minimum distance
required between structure / scaffolding and overhead electrical lines shall
be maintained as given below; For low and medium
voltage lines Up to 11 KV- 5.8 meters. For high voltage lines
above 11 KV – 6.1 meters. |
|
|
19 |
Be very careful when
lifting long objects such as ladder, pipes and iron rods near power lines. |
|
|
20 |
If any machine is
operated electrically at height, the supply must be taken through 30 mA RCCB
/ ELCB only. Machine and other electrical equipment's shall be earthed
properly. |
|
|
21 |
When working at height
make sure there are no sharp rods and no sharp objects on the ground. Also
make sure that no harmful chemicals and flammable substances are stored
underneath. |
|
|
22 |
Upon completion of the
work, the Height Work Permit should be returned to the concerned officer. |
